the fast and cheap thing to do(of course that isnt grandiose enough) would be to tear down that wall, Mr Eisbart...
then employ "bioremediation" to clean it up. i.e. plant grass.
Or until they do something - make it into a community garden- have community corrections offenders work the afrm- grow vegetables, and feed the inmates, and the poor.
how about that? Little tax money spent, lots of tax savings harvested and reaped...
nahhh.
