I am pretty sure that Hoover is a Coliseum usher and is not affiliated with the Wizards. Obviously Randy Brown and the Coliseum want Harrison Square to fail.
He was a former "head usher" and had been demoted, but is probably in line to be Randy's second in command after this beauty of a letter!
