Investigate opportunities on north end of downtown, but public will demand value, too
http://www.fortwayne.com/mld/newssentinel/news/editorial/17090886.htm
From the article:
"Improving the appearance and activities downtown needs to be balanced by a careful eye for value. Everyone analyzing opportunities there also should try to figure out how little public money can be used to attract the greatest private investment."
"If the city could attract development to this north-end land with only infrastructure improvements as an incentive, almost everyone would be eager to see development move forward. At the other extreme, few taxpayers would support remaking 29 acres of land entirely with local government financial backing."
