"City leaders are deliberating on how much stormwater management work they should require as part of the Harrison Square project. In doing so, they need to heed the advice about always leaving something better than when you found it.
Stormwater management can be expensive. And money the developers spend on water management becomes money the developers cannot spend on bells and whistles for the more exciting parts of the project, such as the shops, restaurants, ballpark and condominiums."
