From Redev Meeting

All Commissioner members present except for Steve McElhoe.

Meeting started by addressing letter from John Kalb concerning his argument that the management of the Harrison Square ballpark facility should be bidded out as a public service.

City attorney Tim Manges stated that the statute cited does not apply to Fort Wayne, but that it does apply to the State, Marion county, and other counties that have adopted the provisions by way of an ordinance. Manges also stated that the ballpark would not be providing traditional services provided by a city and therefore the ballpark does not fall under the auspices of usual government services.

An official written response is expected tomorrow at City Council, as Councilman Schmidt has also inquired about the matter.

Notes:

$6.4M subsidy (18% of cost) for Harrison Square hotel, compared with recent projects in Louisville (+30% public subsidy) and Indianapolis (30-40% public subsidy).

Known recent projects in the Midwest show no convention hotel with 100% private financing.

Mark Becker noted that not having the walkway to the Grand Wayne Center through the Embassy/Indiana Hotel would be a deal breaker for the project.

Why is not having the skyway a "deal breaker" for the hotel, when it was proposed without it in the first place? That is a little annoying. I think it is a great idea, don't get me wrong, but I just don't understand why that is a deal breaker.

Becaues the hotel group has all the leverage and they can claim anything they want to be a deal breaker.

Becker should call their bluff - there's no way in hell they walk away from the deal over a skyway...
